Agreed, at least with 120 film.  My experiment yielded severe uneven development - BUT - I did not have an empty reel below the loaded reel, and extra developer above the film.  I think that would help.
Often I develop slow films with Rodinal 1+100, and the results are great.  I agitate 4 times in the first minute, then once per 3 minutes [one gentle inversion].
My favourites are Acros at EI 50, Delta 100 at EI 50.
