I am trying to find a way to spot bleach out certain areas of blue, after the exposure/washing process. I have tried household bleach but it leaves the white yellowish. I am looking for a clear white. Any pointers are much appreciated! Thanks

Alkaline solutions will bleach cyanotypes - Sodium carbonate (washing soda) at 1% or 2% for instance.
Quite how spot bleaching might work in a process where the pigment is embedded in the paper and the bleach will necessarily spread in the fibres ... well, you'll have to experiment.

Since the chemicals are inside the paper fibers, the only way is to use a razor blade - just the same way retouchers did in early photographic years.
