yeah.. best advice I was ever told about Ebay. .. was by a friend who has been selling and buying there for 20 years ..
you give the person the benefit of the doubt and 1 chance to do the right thing, then you just expedite to PayPal and wash your hands of it.
its too bad some sellers have trouble and its too bad some buyers have trouble.
your suggestions about feedback are good. years ago I had a heinous experience with a seller here, I left factual short negative feedback. it works because the harsh seller even emailed me and asked me to remove the feedback because it was affecting his sales. the guy never even apologized to me for the way he acted. maybe Sean can block the bad apple from selling things in the classifieds .. hope the OP gets it sorted out..
