I have a Sinar F1 and have found a 5x7 Sinar rear frame and glass carrier.

Would anyone know if the P2 5x7 frame (top part) will attach to a F1 rail carrier (bottom part)?

I think you'll need a P or P2 rear standard bearer to do that. The P-series frames have a hole that fits over a post on the standard bearer, and they are held in place by a set screw on the frame. You'll also need a 5x7" bellows.
