Oh, yes, public interest.

So, when some big media corporation publish street photo in its papers or broadcast video on its tv/cable/sattelite show and make big money it is public interest, and when some photographer make exhibition or publish its photo in some publication or book and earn small money, it is prohibited.

That is how I read phrase "public interest", Michel. Not surprised, after all everything is business, so Supreme court judgement works for big business and has nothing to do with law, rights, etc...

That is or will be in every country in the world, not just Canada or like...

Here in Canada court works by "case". This means the judge examines past similar case and how it is resolved. But in our even close past photography was not restrected except military problems. SAo that are the cases. Meaning public interest is so unclear that means absolutely nothing and just anything. We all work, whatever activiti for the public interest, even when self is in the game, for a single person is port of the public too.
And what is public interest when you enter the store and camera follow you not to liftshoop, means you are liftshooper.
SO what you found is a part of some more paragraphs that more clearly works with the matter.
How just many times I shot a policeman on street and they "pose" even. Our (Canadian) policeman in general does not make any problem as long as some strat to scream and rolls on the road because of the photographer.

In Canada anyone can shoot on steet with absolutelly no problem. If he is in prohibeted zone policemen will, as general, warn the photog very politely with all explanations he has. That is my experience.
