I had the same problem and eventually figured out it was my scanner.

That can easily be figured out by rotating the negative in the scanner and see if the 'scratch' follows the film or if it appears in a different spot (since the film was moved).

Using a 8x loupe on hand dev bw film; i see that it comes from the film, need to find out how to clean the back now...

Bumping this up -
I've been scanning some 120 film from a trip I took in June and it's clear there are some rather nasty black (and sometimes black and white) scratches on about the last 5 images, they vary but all are running horizontally. I can see them on the negatives. These were taken with a pinhole camera. I think I can take them out in Photoshop with some work, but I am wondering if it's likely this was lab error, or if something could have gotten inside the camera. The film was Rollei Ortho 25. Here's one that is too crooked for me to do anything with, but the scratches over the water and sky in the middle are pretty typical. Thoughts?
