I have an old hp psc 1310 series all-in-one scanner. Does anyone know if I can scan a negative on it. I would like to post a sulfited "Rodinal" test neg. TIA

It doesn't look like you can, but you follow the "support and drivers" link from Dead Link Removed to your specific model.

Could you not just scan while leaving the door open, shining a light through it, and then going in to Photoshop and inverting the image?

I have never tried it, but it seems like it would work. I doubt that PSC has enough resolution to blow up a 35mm negative into a useful size, however.
 
If you are trying to show film/developer qualities, an "ad hoc" method might not work well enough. What about making a good quality contact print, or small enlargement and scan it?
