First off Merry Christmas to everyone. I was thinking.. Is it possible to get proper exposure if you put SB24 on say... 5.6 or any othe f stop and put M3 on 5.6 at 125th. Realizing that you have to use sync plug on Leica. Would matching fstop on both result in proper exposure?

Short answer is yes.

Non-TL Auto will be the easy way to use the flash. Manual will work fine too. Both of these modes will work as if the flash was on top of a Nikon.

ISO must match too and not all ISO/aperture combinations are available on a speed light.

What is the flash sync speed on the Leica? You must not use a shutter speed faster than that.

thats true.. There is lighting bolt on I believe 60th. Good catch.

Oops.. Need a double sided sync cord.. Put this on hold.

Guessing you already have a Leica->PC adapter?
Another way would be with a wired accessory shoe that has a built in PC cord.

The fastest flash sync shutter speed on your M3 is 1/50 s (red flash symbol on the shutte dial)! With 1/125 s the shutter curtains will not be open completely when the flash fires, so you will not get properly exposed pictures.

I use the SF24D with my M3 and it works perfectly. I bought a pc sync cord, the pc socket adapter, and a cold shoe. Listed below.
Just set the ISO speed on the flash, and make sure the aperture setting on the lens matches the auto aperture setting on the flash.
Set shutter speed to 1/50 or slower.
