Rotogravure or with German name Tiffdruck is a printing press technology. Its about screened gravure which dots are engraved in to copper with different sizes and depths. Its National Geographic Magazine printing method best samples could be found at amazon about late 80s.

I thought four ideas.

First using a copper plate and print acid resistant ink with inkjet and acid etch.

Second , printing multiple inkjet prints , same on one another and use that relief and empty screened areas to hold ink and using at the press.

Third , using multiple ink passes and differantiate the acid resistance to weakest to strongest to be able to acid etch different depths.

Fourth , if possible , printing same size but different weight ink on copper and control the acid etching.

Most inkjet is not very water resistant. I think this would be a dpug/hybrid project.
