Retina IIc - is this cocking rack toast?

Got this Retina IIc today. Shutter doesn't cock, but nothing obvious inside the shutter. The advance lever isn't turning the cocking gear inside the shutter. Opened the top. So, the teeth are clearly boogered, but the advance lever action is smooth. It just doesn't cock the shutter. Is this the root cause, or is it possible there's something else amiss here.

That was a weak point on the lever wind Retinas. My Retina Reflex S, which I got when they came out, had the racks replaced several times. It was like changing oil in your car.

Microtools used to sell new replacements. Haven't looked at the site for a while, so?
