After some searching around on the site, I wasn't able to find a consensus on the setup I'm planning to use for color prints.

In the process of acquiring the necessary tanks for my ATL-1000, I ended up with a 3063 drum and a 2820+2870 drum. I've also got a couple roller bases kicking around– a color by beseler base and a sima color base that has the off-center rocking motion wheels.

My question is this: are RA-4 prints doable with this set up? Most of my confusion stems from the issue of uneven development due to the way chemicals flow over the print at the beginning of each bath. I'm planning on using the Arista RA-4 chemistry which allows for processing at 24˚C. At this temperature, the dev step is 3min. 20 sec. and the blix step is 1min. 30sec. Since these are pretty long times, I get the feeling that I should be ok so long as the chemicals are poured in while the drum is rotating.

Is there anyone out there using this setup? Am I wasting my time?

I use trays not drums so can't help you too much but I do know that if you are using drums a pre-wet is strongly advised to help prevent uneven development.

I've done it with beseler drums. Works just fine. A prewet is a must to even out temperature and avoid streak marks.
