i know that it increases the length of time you can use to expose, but does it draw away from the original colour of the subject at all?

Eh... "Neutral Density"... No, if it's a good quality filter there should be no deviation in color at all. (I.e. cheapness have something to do with it. :smile: )

i know that bad glass or plastic filters are never any good, just curious
