Printing a 35mm negative with streamers - can it be done?

Ink, matched to the proper shade and hue of the paper. In that case a very dilute gray.

Ah, ok, retouching then. Thanks. I’d need an awful lot of practice to get that right.

Working directly on the print (airbrush etc)to bring the density up, if there's enough transmitted information to support that, is the first option.

It’s the bit in bold that confused me. Why does this matter if one is just adding in artificial tone?

Agree, boost shadow contrast with grade 4 or 5 filter, then use o filter with soft focus and hit in a bit of tone in sky , should eliminate the streamers , retain a bit of separation from paper white and the shadows and mid tones should look good.
