Photographer ID'ed

[David Reynolds]

I have had the attached photo in my collection for over 40 years and can't remember who the Photographer is. I thought it was a Lewis Hine but have been unable to find a reference for it anywhere. It may be a Jacob Riis also(based on formal qualities) but haven't been able to find a copy of it in any of his catalogues.
If anyone recognizes this work please let me know who made this photo and if you know the title that would be fantastic.

That photo has always grabbed my attention. I like his work in general.
