I honestly don't know. It seems that I should, but I have always used it in combination with other agents, and a 1% solution is what I use because the amounts I use are very tiny. I think it is much more soluble in alcohols, glycols TEA and the like than it is in water, but that's all I can say. You could do your own test with a small amount, such as 100 ml of warm glycol, and add phenidone a gram or so at a time until some won't dissolve. I say warm because the viscosity of cold glycol is such that dissolving any solid in it is very slow. A temperature about like hot coffee ot tea for drinking will speed thing.

I have made a 2% solution. A very concentrated solution would just you back to the problem of trying to measure small amounts.
