I want to test my developer mix as I add sodium or potassium hydroxide, etc., and I need some recommendations on, readly available, reliable litmus paper/charts.


What can you share on this topic?
 
I'm not a chemist, but I'm wondering if any of the pH indicator strips has any kind of useful accuracy for your purpose. Their pH range is too wide to be any good. You can find some cheap portable pH meters, which might not be "lab grade", but they're probably far better than an indicator paper strip.

You need a pH meter and buffer solutions to calibrate it before each use.
pH paper is not to the task.
 
I use Hydrion pH 1-12 papers , I believe they are good within 0.5 pH in the range I use, pH 6-11.
Also I use the cheap ebay pH pen type meters intended for fish tanks together with the 6.86 supplied buffer and one I make up, 5g/L Borax pH=9.23.
They are kept in a saturated solution of potassium chloride.The accuracy is around +/- 0.1 pH.
Eventually they get slower and slower to respond and have to be replaced.
