Unless you are sure you need to use that developer, I suggest starting from a place that has been explored a bit like this:

I would start by exposing at EI=12 and developing in PC-TEA 1:100 with some form of minimal agitation or semi-stand development.

I had started experimenting with this film, but I found myself in a minefield. Even at EI50 I got VERY dense negatives, otherwise very nice looking. I imagine they will be quite dense by EI100. This meant seriously rethinking the development times, but I didn't have time.
