Those are minimum recommendations, I've always used a little more. There's no maximum, but realistically you need to leave room in the funnel part so that inversion agitation works proberly.
I generally don't use more than about 10% beyond what's required to cover the installed/filled reels. Single 35 mm calls for 290 ml, I usually use 300; single 120 needs 500 ml at least, I usually use 550 or so. As noted, if you fill too high, there won't be room for the liquid to move fast enough during an inversion. Of course, if you have a single 120 in a "three reel" size tank, you can pour a whole liter of developer and still have that room (tank will hold 2x 120 reels). Same in a "two-reel" tank with a single 35 mm loaded; you can pour the 580 you'd want for two rolls and be fine.
