Hello,

I just got Nikon FE..
Noted one interesting thing there.. on B (Bulb) shooter does not close when release the button. Is this the way it suppose to work?
It closes when switching exposure back to M90..

on http://mir.com.my/rb/photography/hardwares/classics/nikonfeseries/fe/basic2.htm I found this:

"One thing to note is, there is no battery drain when you use this setting for shooting time exposures (As this is a mechanical mechanism). To conserve battery power when making really long time exposures, use a cable release and then push the film-advance lever back in flush with the camera body after opening the shutter. "

Little bit unusual, but considering max exposure at 8sec it make sense.. No need for locking cable release in this case..

So, is this OK? or my camera has an issue?

Same here. Shutter stays open on B only if the release is depressed, whether by hand or with a locked cable release.
 
Same, closes when release.

But not sure if you're realized. The A on your FE is very capable for automatic night exposure. It will stay open for a long long time at its own will.
