Since this says it is "made in North America" that would be one of two extant color film coating companies. Either Kodak, or Ferrania in Weatherford, Oklahoma. Ferrania makes the Solaris C-41 films, as well as most private label C-41 films for big stores. I don't think Kodak does private label business.

Couldn't it be a Kodak film cut to length from nonsprocketed 100 foot rolls of 46mm stock?
Looking at the photos of the rolls on the website it looks like the paper is coming right out to the edge of the rim, no real "rim" to speak of (between the top of the paper/film roll and the edge of the rim), which would be consistent with the use of a thicker-based film (such as 46mm film, which I believe is generally coated on a thicker backing than most standard rollfilms).
If someone actually gets their hands on some of this, a little bit of examination would be interesting. How thick is the film? Is there a gelatine backing layer (common on thinner based rollfilms, to help avoid curl), or is the non-emulsion side "raw" film base?
