I have a few rolls of Neopan 400 thats been pushed to 1600 and I'm wondering what the best times are for pushing XTol. 400 is rated at 9.75 for 1+1, and the data sheet for Neopan 400 in D76 pushed to 1600 undiluted is 16 1/2 min, where 400 is rated at 9 1/4. I'm thinking XTol 1+1 should be around 15 min. Any thoughts?

The XTOL datasheet states NP400@1600 as 13,5min/20°C. If you have a colour enlarger (i.e. rather flat light) you might want to go a bit longer.
If the shots are important develop a test roll first.

Developed about 8 rolls of Neopan 400 pushed to 1600 with XTOL 1+1, 20 for 13.5 min and the negs turned out just a little hot. Next time I'll do the same but go for 12 min instead. Questions come up about the best way to develop negs if they are just going to be scanned as opposed to printed in the darkroom. Any thoughts?

Slow down agitation to every two minutes. That will keep your highlights better under control while you allow the shadows to build. Keep the same time.
