Do you know if very basic fixer ph has the same issue as overly acidic and how this would affect dye formation?

No, I don't think so.

There's a lot of bleeding around the edges of your frames. It still looks like something odd is going on during exposure. Try some 35mm and see how it goes; it will also eliminate this camera from the equation.

Shot a few test pictures today.

To update on the chemistry, I mixed a batch of flexicolor RA fixer and decided to use the straight bleach once again, but this time at the recommended RA time of about 45sec rather than 6'. I also used an actual acetic acid stop bath after the developer rather than water. For fixer, I followed the recommended RA time of two 45 sec baths with a wash in between. The temp of the developer may have been a couple of degrees too low, which I did not realize until after developing.

Results are much better. These kodak chemicals seem to have higher accutance than c41 kits I've previously used. Downside is some of the highlights are a bit dull, in this case the building which should be a bit more to the brown. Film is kodak gold 200 in 35mm. Looks almost like a tiny bleach bypass in highlights. Underdeveloped?:

Maybe you are right Koraks and it was the camera. The negs did look quite orange on the original roll, maybe a little overdeveloped or exposed. I had a few throwaway shots on the original roll with lower exposure that turned out much better, but lacked detail in the highlights and seem to be a little underexposed if anything. I have several other rolls to develop from the kiev, with this updated process and will update with my results.

Edit to add, I did not use the final rinse/stabilizer. Normally c41 gets a final rinse with formalin solution
