Bought a box of cameras and there was some old 16mm film inside the box. I don't know anything about 16mm film, like if these have been developed or not.

They have a develop-by date of October 1943. The box with the hole in it has tape sealed on the box:

Anybody know if these have been developed? Are they waiting to be developed? Are they unopened?

look unused to me. especially with the seals and tape.

They're museum exhibits at this point --- waaaaay past date, and kodachrome can't be processed any more. See if the Kodak House in Rochester is interested, or your local museum perhaps.
