I developed in HC-110 (7min Dil B) the negatives look fine but are not scanning well with Nikon Coolscan 5000 and vuescan, any tips on how to scan these or should I give them to a lab to scan?

Make sure that any IR based dust removal options are turned off, as Portra 400 developed in HC-110 is of course a fairly traditional black and white negative with a few extra complexities.

Welcome to Photrio!
Scan them as positives (slides) in B&W mode. Then manually invert the curve, while looking at the histogram to ensure you're not lopping off any image data on the highlights or shadows.
