Mystery 616 film - developing time?

My parents came across this film in a drawer. No idea how old it is, and the band has come off so I have no idea what brand it is. I loaded it in a tank to have a look at the backing paper, but I'm no further ahead. I'm guessing that if it was Kodak film it would say so on the backing paper? Any ideas what it is, and what I should use for a developing time?

The safe option would be Diafine.
It's a two-part developer, with 5 minutes in each part for any film.

Developed the film tonight, unfortunately nothing but base fog. It has been rolled to the exposed side, but nothing was there.

I developed a roll of either 116 or 616 this week also. HC100 dilution B plus one ounce of Benzotriazol for 8 minutes. Result - nothing. Pretty clear film with some mottling. If I used my imagination, I could see a frame line, but zero image. I share your pain.

What was the strength of the BZT in how much developer?. If you use too much development can be reduced to nothing.
