I have a 135mm f4.7 Optar but I’m not sure exactly what measurement you are looking for.
As far as I can tell the max diameter of the lens itself is 38mm but my lens is mounted in a Graphex shutter which is approximately 63mm across not counting any appendages such as cocking lever or flash contacts etc which makes it about 75mm.

As mwdake noted... the serrated outer diameter of the Graphex shutter body is 63mm. On my example, the distance from the tip of the release lever to the tip of the flash contact on the opposite side is 78mm... measured with a ruler.

Why I do want to learn ? I made 10 parts drawing of 6X16 camera for graflex lens with changable flange distrance with sliding lens board internally. Why ? Because lenses are not equally made , I made a sliding lensboard 120mm to 140mm lens flange to film distance variable. As I said lens diameter must not more than 76mm and I have to be sure.
To allow for the shutter winding lever to be rotated to full extension and give unobstructed connection to the cable release socket... it is possible to position the shutter body so that it will fit between your 76mm limits and still be workable. This orientation places the "A" in 'GRAPHEX' at about the 9 o'clock position.
