Bob - different power supplies and timers were sold to different countries. Of course, here in the US we use 240V too, for high wattage things like electric ovens and clothes dryers; but those have different plug styles to prevent confusion.
Yet it is entirely possible there is a simple rewiring option inside this particular timer for sake of switching the voltage, with someone then changing the wall plug stye too. If you've already been using this timer for several years without incident, that modification you suspect probably is the case. But they should have changed the label too, to make it legal.

Otherwise, there are plenty of used high quality 115V pushbutton Gralab timers on EBay for as low as $50 which will handle up to 700 watts, better in fact than a Patterson one. But you can find those too way cheaper on EBay if needed. Patterson wouldn't be the actual manufacturer anyway, just the marketing entity.
