A plastic ocean ... old one
It’s no ordinary whale swimming in the Catherijnesingel in Utrecht / The Netherlands. It is made of plastic rescued from the ocean.
The sculpture was made by StudioKCA / New York.

Orca O319, a 12-year-old juvenile “offshore” orca, on display at the California Academy of Sciences. The Academy's website has an article about how they found, transported, and installed the whole skeleton at the museum:
