He could also buy all the developer accessories there, although as far as I know, the agents usually broke off the side with the take-up spool from the Minox cartridge and sent the undeveloped film to their secret service.

I just tried it out. My desk lamp with an 11 W bulb (equivalent to an 80 W incandescent bulb) provides enough light. I positioned it 300 mm above a DINA 4 printout of a letter. My Minox B measures (at ASA 50 film speed) slightly less than 1/20s at this distance. My Weston Euro Master measures 1/30s (EV 8.5).
I would trust myself to photograph it legibly. Admittedly, with shaky hands and the fear of being discovered, it could be different. But you probably had to be cold-blooded in this business...
