I went on a trip through western Europe a few weeks ago, and shot a lot of film with my EOS-30, mostly APX100 and HP5+. The APX I stand developed in Rodinal, the results were simply beautiful. As always with this film.
The HP5+, however, came out absolutely horrible. Uneven development, fog, bubbles and all kinds of weird patterns on the negative, the images in most frames are barely visible, it's just horrible. I developed with either Ilfosol or Ultrafin (after discovering the first round of films had been destroyed, I switched developers), but these things appear on all negatives. Adostop 1+20, Tetenal Superfix Plus 1+9, and the Ilford method for washing the negatives plus a tank full of 1+20 Adostab for better drying.
These chemicals are tried and tested, and I've developed way over fifty rolls myself so far with any version of this combination, they all came out fine. How come this round went wrong?

I concur with the mold diagnosis, but why is it only on the HP5+? Was it stored differently than the APX? Possibly older, and not stored properly? Perchance removed from a freezer and not given proper warm up(opened immediatly)causing moisture inside cassett? Many questions,possibly more than one cause.

Film manufacturers don't necessarily use the same hardeners etc in their emulsions, they also contain fungicides although thats's more to protect the emulsion while its in storage. So two makes of film could behave differently, and also the storage culd differ.

looks to me like you have little neighborhoods connected by little roads on your film.

but yes, to me it really looks like mold. a bad case too at that.

Try scanning one of the negatives and then re-washing it in fairly warm (not hot) water. Then hang it to dry without first using the Adostab.

When it is dry, re-scan it, to see if there is any change.

If there is a change, the problem might be due to something other than the film.

I had this long time ago coming back from a trip in India. 2 rolls of Tri-x (120) with the same trees like stuff. I had maybe 100+ rolls and they were all good except these two. Same storage, same bag, same everything... It never happened again.

I had a roll of Efke 25 that fell in a full sink of water about a year ago. I pulled it out and let it set and dry. It rusted a bit and I threw it in the drawer. About two months ago I pulled it out and ran it through my FA (after pulling hard on the film to free the spool). When I developed the roll I had some very interesting effects. Some places the emulsion had just washed from the base, but I also had lots of stuff like you show here. It actually was an entertaining roll...but it was shot around home, I didn't shoot anything I would miss. That's too bad what happened to your rolls. I'm in the fungus camp. Any chance these rolls got wet somewhere along the way?
