I just got this lens from Japan.
Apart from the oil leak it seams ok.
Should I send it back or is it easy and cheap to clean?

I think that is lens separation, not an oil leak.

If it is, it is neither easy or cheap to fix.

This might have occurred during transport. I shipped some very expensive cine lenses to a filmmaker in China once and they separated in-flight due to atmospheric pressure and temperature drop.

It happens sometimes.
 
can the minolta 90mm F4 m-rokkor have separation?
 
I used a brush just to see if it is a liquid and it is.
