Well spotted Heather, makes more sense now. I think Ilford changed the instructions as Microphen was once mainly sold as 2.5 litres and 13.5 & 22.5 litre packs available too + a replenisher was available as well, with larger volumes push processed films are less an issue on the exhaustion of the developer.
