Per of less than 2years old has mid grey boarder after using a Nova test strip printer. Dev'ed in Eukobrom for 3 mins. Ok on previous sheets. Please can some one comment on wether this is fogging or over development ?

Most likely fogging. It could be caused by the age or past storage conditions of the paper, un-safe safe lights or fogging from other light sources.
To test the paper for age fogging, cut a couple of strips, process one of these fully using you're desired developing time, and only fix the other.
Ideally the two pieces should match. If not, then you have a visual indication of the extent of the fogging.
It's best to do this with the safe lights off if there is reason to suspect them as a cause.

MG will usually keep well, even in sub-optimal conditions, but that isn't a guarantee that it can't get fogging from storage or age.

Thankyou bdial' I did think on about this, just a bit taken back with such an unusual event.
