In good working condition. This thing can handle anything I could throw at it, including my 8x10 monorail.

Here's the manufacturer's specs:
"Intended for large format cameras, Professional video cameras and professional film cameras mounted with Super-telephoto lens. Rated at 12kg load without any problems.

The head features two levels at the side of the quick release mount, a panorama-lock and a friction control. The ball is locked through the big lever on the right, which can be turned up or down to lock the ball. The horizontal position sets the ball free, whereas this "free"-setting already has enough friction to hold a small to mid-sized camera/lens combination in place."


Asking $75 for both the ball and 1 plate.

I received it like that - I think this happens when you overtighten the camera mounting plate onto the bottom of the camera. I've had it happen with the smaller Manfrotto plates as well. It could probably be moved back into place with a little work if you wanted.

Obviously, it has no effect on the functioning of the plate.
 
When they get old the adhesive can dry up and release the gasket. The owner likely positioned it approximately and the next time a camera or lens was clamped on it got stuck somewhat out of position. Manfrotto used to sell replacement gaskets. Later it changed the gasket to a rubber like material. It means nothing.
