Mamiya 645 Zoom Question

I took delivery today of a Mamiya 105-210mm f/4.5 C zoom lens. My only other medium format zoom is a 100-200/5.2 for my RB cameras. The 105-210 looks nice. The glass is clear, focusing is smooth and the aperture mechanism is fine. What's wrong? The zoom ring will not budget off of the 210 setting. I can only guess that someone modified the lens. I haven't looked under the rubber ring on the zoom ring. What else could it be?
 
I'd send it back immediately! No reason for it to be locked. It might have taken a severe drop onto the ground or in shipment.
 
That is a two-ring zoom, right? I would guess that either the zoom ring's helical is stuck due to dried grease, or that it is mechanically jammed due to misalignment or (perhaps less likely) a loose screw or something like that. I doubt that it was modified.
