Yes, you can add water to make 310ml and it will become a 10% solution. On the other hand, if you need x ml of 10% solution, then x/3,1ml of the 31% solution will give the same amount of HCl.

Always add the acid to water, not the other way around, otherwise you just might get a bath. :sad:
