As per the title, I am looking for a Copal #0 shutter in perfect working order. Preferably in Europe, where I am located, however the shutter could be shipped in a small packet with a little cardboard and some protection material with no problem I believe, so a deal could be doable also from the U.S. or other countries as well.

Check Ebay regularly, you missed a Linhof Synchro Compur (£45 inc postage) today, it's a #0 shutter from I think a 105mm f3.5 Tessar (I bought it). Be aware not all Compurs have cable release sockets but they are usually OK and good reliable shutters,

Another option is a Prontor #0 a few (made for Polaroid) have no aperture control so take care to check, there's plenty of shutters available I also have Trikon, Epsilon, AGI. Ibsor, Prontor SVS all modern #0 or #1 sizes. Try and stick to Copal (or earlier Seiko)/Compur or Prontor (press type), some Pronto, Prontor S and Prontor SV & SVS lshutters are none standard designed for fixed lens cameras and cocking/shutter release is coupled through the rear of the shutter.

To add on to what Ian suggest, I often find that shutters with lenses included cost less than good shutters by themselves, any shutter is going to need a CLA. And you will need an aperture scale appropriate to the lens you plan to use. Be aware that there are Copal Press as well as Copal shutters and the Press shutters need different scales, etc.
