Looking at negatives

This will probably sound weird, but I was looking at two negatives and trying to decide if I had labeled them correctly when I developed them.

One was exposed at f/16 for 4 sec and the other at f/16 for 8 sec. They were both shot on an overcast day late in the afternoon last November around Thanksgiving. The sky on one negative looks darker than the other, meaning it would print lighter, right?

So, my question is: Is the negative with the darker sky the one which was exposed the longest?
