Is there a way to know for a sort of fact, which company is budget friendly yet remains strictly quality, when it comes to just developing 120 film, mailed to and fro, and in or near California? xD I'm lazy. :/

Agx imaging in Sault Ste Marie Michigan is the only lab I send my E-6. Michael Lussier gives the best customer service I have experienced, fast turnaround and they offer WONDERFUL drum scans.

I just used The Darkroom for the first time and very impressed. Sent my film off on Monday and already have my scans viewable on the web tonight (Wednesday). Should have my CDs and prints on Friday. I used NCP prior to this and happy, but wanted to try a different lab. Might try Richard Photo next.
I use them constantly. Great service and excellent, consistent results.. They offer a number of products plus traditional development.

I'll throw my hat in the ring, though I'm a bit loath to self promote as I think people should use what works for them: I own and operate Simple Film Lab. https://adrianbacon.com/. I can handle BW, C-41, and E-6 up to 8x10, and can do BW darkroom prints from max 4x5 negs as well as scanning up to 8x10 (along with a bunch of other imaging related stuff). I deliver floating point linear Adobe DNG files as default for scans, but you can request any format you want. I'm based in Petaluma, CA, which is in Sonoma County, about 45 minutes north of San Francisco, CA.

My standard BW dev is replenished XTOL, though I maintain a bunch of different developers and can accommodate most requests without needing to order anything, my C-41 is standard Kodak Flexicolor chemistry, and my E-6 is the Arista Rapid E-6 with a formalin stab bath added at the end.

The darkroom BW prints are all Ilford Paper and either Dektol for RC prints, or Ilford chems and selenium toned. I can enlarge up to 16x20 paper.

Additionally, I offer custom digital negative contact printing services in sizes up to 16x20, also on Ilford paper, as well as archival pigment prints up to 17x25 inches.

I'm a small one man operation and started handling mail order processing early in 2018, and you get pretty personalized service, and I treat everything that comes through the door as if it where my personal work.
