The packaging is obviously designed for a bench winder and not a loader.

I have had to make large washers to keep normal rolls straight on the core in this application.

Once you do it this way and use Leica cassettes, you will never never go back to a bulk loader.

In the mean time, I would either remove the washers or wind it onto a small core. Make up a winder like the one shown in the link and use two studs instead of a stud and winder.

Perhaps the washers are connected by a screw so you simply twist them apart.

Altair, the Watson will accomodate the Legacy roll but is fiddly to fit. Being in Malaysia obviously doesn't help but it might be worth looking on the U.K. e-bay for secondhand AP or Jessops Loaders. Alternatively a mail order site called Firstcall in the U.K. sells the AP brand new for about 40 pounds sterling. It might be prepared to ship to Malaysia. If I was starting without a loader it would defintely be the one I'd try and get.

Yes it is an expensive way to get the right loader but presumably being where you are adds expense to getting any photographic material.
