What a shame; I hope this gets resolved. Pate's site, for me, has been extremely useful and I didn't mind when he started asking a dollar for a download. The dollar quickly returned a lot of valuable information. Definitely not a scam of any kind.
As to sources, this is the wild-West internet and materials seem to move from here-to-there without attribution or compensation. It's a shame but that's the risk of putting anything in publication, traditional or virtual. I always hope for "academic honesty" but not everyone has an academic attitude. Perhaps that is why one of the other manual providers marks his offerings up with his name - old school, with a pencil.
The advise to do a comprehensive search for source material is wise for all research pursuits. It will likely yield much more than a dollar savings!
