D-97 is a motion picture positive developer. It is usually formulated from its ingredients. A motion picture positive developer is more akin to a paper developer than the usual film developer. Dilute Dektol or D-19 may be the best substitute. The real question is what you want to use the film for. A motion picture intermediate film is quite specialized, and you will probably need to experiment considerably to adapt it for any other use.

Sodium sulfite (anh) 40 g
Hydroquinone 3 g
Sodium carbonate (mono) 20 g
Potassium bromide 2 g

pH at 27C = 10.15
Specific gravity at 27C = 1.052
*17.1g of Sodium Carbonate Anhyd. may be substituted for the 20g of Sodium Carbonate Mono
**1.75 g Sodium Bromide may be substituted for 2 g Potassium Bromide
