Film scratches in a camera are straight, not bent, no spots or diffuse areas. Scratches of the size you've shown? No way. They are more like thin hairlines.
My guess is the lab. If they don't have dip 'n dunk development the rollers can cause these irregularities, particularly if there is some 'play' in the roller axis. Without proper maintenance of the developing machines this happens quite often.

I regognize this problem. I’ve been using an Imacon scanner for quite a few years. Every 2 or 3 years this problem came up.
I had to take out the tube lamp and clean it, especially the edges where it touches the sleeve. Dust is collected at the edges.

The lab owner did say that the defects were very visible on the negatives.

if YOU can't see them, they aren't there... it's not like this is really difficult, get a loupe or a magnifying glass to help. if they are in the negative, it was introduced some place - manufacture (unlikely), the camera, or the processor.

What I see are scanner streaks from dirty scan glass, and the dots and blobs are likely chemical residue from processing as stated by others.
The one test on the camera that has not been mentioned is the camera back and pressure plate. The back is thin aluminum and is easily bent or warped by incorrect opening of the back. Test 1 is to open the back then let it rest against the body with the release lock up, it should be even all around (equal on both sides at the same distance from the top and the same across the bottom gap). Test 2 is to measure the distance between the pressure plate and the back at 2 or 3 points along each side with a 1/64 marked ruler or a caliper, all measurements should be equal.
The back is easy to straighten if needed.

Can you try to make a wet print, or scan with a different scanner, to rule out scanner issues?

Your new Rollei negatives deserves the best processing they can get. That means DIY! By processing your own film and I'm mainly talking B&W here, you can fine-tune and control everything. Do us home processers have problems from time to time? Yes, but this site and sites like it help solve them! Just like the folks here are doing for you now! I'd have to say we "Houston, we have a problem...……..with the scanner glass".

Like others said, waste a roll and see if it is scratched after you take it out. If not, waste another roll, shoot it normally and send to another lab. Looks like a scanner issue to me. It can't be the shutter as it wouldn't appear like that and it probably isn't the rollers as the scratch would be very well defined. The repairman found nothing so it is either a processing issue or a scanning issue.

It is not unknown for the "pro" lab to blame the customer regardless of the cause of the defect.

Recently I tested a Autocord which has some kind of dirtiness on the film gate and caused real scratches in the emulsion, even if you have a dirty roller the those lines your have should be as many said, very fine and defined (plus white colored).
