Never presoak film unless it is sheet film that will be hand interleaved. No exceptions.
Film can not be over agitated. No such thing. You can get under developed areas from lack of complete agitation and you can get over developed streaking if the developer dribbles in streaks over the film as the tank is filling..
Make sure the interior funnels are in place and add developer as rapidly as possible and then agitate asap rather strongly if doing hand. If by machine, same advice with the funnel, pour down lift quickly with rotation at TOP speed. After 30 sec, slow to film speed. You MUST use BIDIRECTIONAL rotation with all film.
Follow this and the streaks will go away.
BTW, the large diameter tanks,6", work better than the small 1500 series around 3.5" dia.
Lastly use the proper amount of developer. 8 oz for single 120 reel in 2500 ser tank if I remember correctly.
I have literally done hundreds of rolls with no presoak without a problem.
