JOBO lift disassembly

Well the lower retaining clips finally broke this morning and the tanks now "walk" off the drive gear.

The upper clips are still fine and I don't have 3000 series tanks so I want to move the upper clips down.

I pulled the 6 screws I saw but the "plate" that covers the base of the clips doesn't want to come off.

What am I missing? :confused:
