Looks like Photo-Jon has the answer, cable car wire. It all makes sense now, I was in the middle of the street dodging traffic to get the best angle for the building and did not "look in the viewfinder". My question was sincere, I thought that perhaps a vapor trail contained a high concentration of blue light which may have been filtered out by the red filter. Cable car cables are thicker than regular power lines also, which explains the earlier post about the width. Thanks Photo-Jon for the solution.
 
I'm betting it's a cable. Vapor trails rarely "square up" to buildings.
