I don't tend to suggest something that I personally don't think will meet the criteria.
If the OP had been merely asking for a list of alternatives, it would be different.
The fact that Fomapan 400 isn't up to the criteria it's your personal judgement.
To me, on the contrary, Fomapan 400 souped in Perceptol or Atomal 49 will meet the Op criteria.

And for anyone who doesn't believe it will meet those criteria, they shouldn't.

What speed do you get from Perceptol, perhaps 100?
 
Depends on the look you like.
It's worth remembering what we generally call "grain" is actually clumps of silver halides. How evenly they group, dictates overall appearance. Experience of Rodinal - my most used developer for 100-125 speed films - is flat and blotchy results on 400 ASA+ stock.
