Yes.

Click on the "My APUG" tab, then select "Buddy/Ignore list". Add the user to your ignore list there.

Read one of their posts and look down in the lower right hand corner of that post... click on the ignore user button.

Kind of like the site(s) that show you how many people have marked you as 'interesting' (0).
