The copying firms do not even need a helping hand by party leadership. First it is to the western manufacturers to register their ideas as patents in China. And that was not usual so far. So a chinese manufacturer is not doing anything illegal by copying something that is not protected.

The trouble starts when such products are offered on markets where such protection indeed exists. But there it is for the original manufacturer and the law enforcing agencies of that country to act against such imports, not for the Chinese.


That chinese government did not facilitate foreign manufacturers to get patents in China in the past added to the problem though.
