Is a VC paper with no filter equal to No. 2 graded paper?

Is there a reason or reasons not to consider an unfiltered VC paper just another No. 2 graded paper? If it is the same I am of the opinion that we should try to shoot and develop films so they match No.2 paper. In the old days when it was easy to buy graded papers, we tried to only use No.2 and No.3 graded papers. The No. 3 was for 35mm films. If the negatives required No 1,4,and 5 papers we trashed to negatives and tried again. Unless there is a major difference other than the use of filters, maybe we should try to do this again instead of using filters to try to print negatives that are not very good to begin with....Regards!
